For God has consigned all to disobedience, that he may have mercy on all.

The focus of this verse, like all of 9-11 is on God, not man.
God has consigned, reserved, all to disobedience (and unbelief).
This is, as we have seen with Israel and Pharoah, a response to mankind’s rejection of God.
Galatians 3:22 – Galatians looks specifically at the Law, but the same is true of what is mentioned previously. The imprisonment is from sin. Freedom is through faith in Jesus.
Romans previously told us that when man exchanged the image of God for the creation, God gave man into their sinful desires. Later, it tells us that man is enslaved to sin. As such, they are consigned to disobedience/unbelief.
In order that God MAY have mercy on all.
This does not teach universalism. This shows us God’s will for all people is to show them mercy and save them, but as we have seen repeatedly earlier in Romans, man can resist God’s mercy.
God’s mercy is for all. It is received by faith in Jesus Christ.
